Greetings, IPCCA Homeowners. I'm Bob Hertel, and I'm asking for your vote and support for the IPCCA Board of Directors. After a distinguished career in higher education leadership, nonprofit governance, and strategic organizational management, I'm ready to bring proven expertise to our community.
Our community deserves board leadership that operates with transparency, fiscal accountability, and strategic foresight. The work of current and former board members is appreciated, but it's time for enhanced leadership and more effective management practices that serve all 1,250+ IPCCA homeowners equally.
The essence and practice of leadership in the service to others in the best interests of the community is often somewhat difficult, challenging, under-appreciated and seemingly unrewarding, but those very elements can be just the motivation that bring ourselves forward and readily accept those challenges and bring our servant leadership commitment to the forefront and serve our community's best interest!
Fiscal Accountability:
Ensure HOA funds are utilized with maximum effectiveness through rigorous vendor contract oversight, performance-based metrics, and transparent budget management.
Strategic Governance:
Replace reactive management with proactive strategic planning. Facilitate inclusive community engagement where all homeowners can participate in shaping our future.
Operational Excellence:
Implement contractor accountability systems with specific performance standards, third-party inspections, and legally binding service agreements that protect homeowner interests.

Executive Director of the San Diego Leadership Initiative and member of the National Servant Leadership Initiative

Expert in contract development, RFP processes, vendor performance evaluation, and compliance oversight
