Effective HOA governance isn't complicated—it requires clear priorities, consistent execution, and unwavering accountability. These five priorities represent my commitment to transforming IPCCA's operations from reactive management to strategic leadership.

These priorities aren't aspirational—they're actionable. I've implemented these exact practices in organizations managing budgets far larger than IPCCA's. I know they work because I've proven they work. If elected, I will bring this same discipline, accountability, and strategic focus to serve our 1,250+ homeowners. Your vote is a vote for proven leadership and measurable results.

Fiscal Accountabilty & Vendor Management

Your Dues Deserve Maximum Effectiveness

IPCCA homeowners pay dues with the reasonable expectation that these funds will be managed prudently and spent effectively. That requires more than good intentions—it requires rigorous fiscal oversight, performance-based vendor contracts, and systematic accountability.

What fiscal accountability means in practice:

Performance-Based Contracts - Every vendor contract must specify measurable performance outcomes, not vague service descriptions. 'Maintain landscaping' is insufficient. Contracts must define frequency of service, quality standards, response times for issues, and consequences for non-performance. I've written these contracts for organizations with budgets exceeding $50 million—I know what works.

Comprehensive RFP Processes - Requests for Proposals must be specific, comprehensive, and measurable. This isn't bureaucracy—it's how you ensure competitive pricing and qualified vendors. RFPs should clearly define scope of work, performance metrics, insurance requirements, licensing verification, and evaluation criteria. The current practice of renewing vendor contracts without competitive bidding processes is fiscally irresponsible.

Annual Contract Reviews - Every vendor contract requires annual review covering:

Current Certificate of Insurance verification—not just filed paperwork, but actual confirmation of active coverage
Licensing status verification through appropriate state and local agencies
Performance assessment against contract specifications using objective, documented criteria
Pricing analysis comparing current rates to market standards and identifying automatic escalation clauses
Legal counsel review of contract terms, termination clauses, and liability provisions

Budget Transparency - Homeowners are entitled to understand how their dues are allocated and spent. This means:

• Clear budget presentations showing actual spending versus budgeted amounts

• Regular financial reports posted on the homeowner portal—monthly, not quarterly

• Reserve study updates with specific allocations for anticipated major repairs and replacements

• Variance explanations when actual spending deviates from budget—before homeowners have to ask

Why this matters:

Fiscal accountability isn't micromanagement—it's fiduciary responsibility. As a board member, you're entrusted with other people's money. That requires the same discipline you'd apply to your own finances, multiplied by the scale of responsibility. My experience managing multi-million dollar organizational budgets has taught me that rigorous oversight prevents problems rather than reacting to them.

Contract Performance & Accountability

No More Self-Assessment—Third-Party Verification Required

The current practice of contractors assessing their own performance must end. This creates inherent conflicts of interest and provides no objective accountability. Professional contract management requires independent verification of performance standards.

Establishing contractor accountability:

Third-Party Performance Inspections - Contractors must be evaluated by qualified third parties, not self-reporting. For landscaping contracts, this means periodic inspections by independent horticultural professionals. For maintenance contracts, it means qualified inspectors verifying work completion and quality. The cost of third-party verification is minimal compared to the cost of undetected poor performance or contract violations.

Documented Performance Standards - Every contract must specify:

Measurable quality standards (e.g., mowing height specifications, irrigation system inspection frequencies, response times for service calls)
Documentation requirements (service logs, inspection reports, maintenance records)
Photographic evidence requirements for completed work where applicable
Performance metrics tied to payment schedules—contractors earn payment by meeting standards, not just showing up

Legally Binding Contract Terms - Vendor agreements must be actual contracts with legal enforceability, not informal arrangements. This protects both IPCCA and reputable contractors. All contracts require:

Legal counsel review before execution
Clear termination provisions with specific grounds for contract cancellation
Liability and indemnification clauses protecting IPCCA
Dispute resolution procedures
Performance bond requirements for contracts above specified thresholds

Standardized Evaluation Templates - Contractor performance must be assessed using consistent criteria applied uniformly across all vendors. Evaluation templates should include quantifiable metrics, not subjective opinions. 'Satisfactory' is meaningless. 'Completed 98% of scheduled services on time with no quality deficiencies noted in third-party inspections' is measurable.

Consequences for Non-Performance - Contracts must specify progressive consequences:

Financial penalties for repeated failures to meet standards

This isn't about being difficult with contractors—it's about ensuring professional accountability. Reputable vendors welcome clear standards because it protects them from unfair criticism and distinguishes them from underperforming competitors.

Why this matters:

I managed landscape contracts for the Port of San Diego covering some of the most high-profile public spaces in the region. Those contracts worked because they specified exactly what was required, how performance would be verified, and what consequences applied for non-compliance. The same principles apply to IPCCA—just on a different scale.

Strategic Planning & Community Engagement

Inclusive Planning That Produces Measurable Results

Strategic planning isn't an academic exercise—it's how organizations define priorities, allocate limited resources, and create accountability for results. IPCCA needs a comprehensive 3-5 year strategic plan developed through genuine community engagement, not token gestures toward input.

What effective strategic planning requires:

Professional Facilitation - I've facilitated strategic planning sessions for organizations ranging from college districts to nonprofit boards to municipal agencies. Strategic planning requires specific methodology:

Structured stakeholder engagement ensuring all voices are heard, not just the loudest
SWOT analysis (Strengths, Weaknesses, Opportunities, Threats) conducted objectively with data support
Goal-setting using SMART criteria (Specific, Measurable, Achievable, Relevant, Time-bound)
Action planning with assigned responsibilities, resource allocations, and completion deadlines

Accessible Participation Channels - IPCCA residents have diverse schedules and preferences for engagement.

It gives homeowners confidence that their community has direction and leadership has accountability.

Transparent Communication & Accessibility

Proactive Leadership, Not Reactive Damage Control

Board communication failures create distrust. When homeowners learn about decisions after implementation, receive vague explanations for problems, or can't get responses to legitimate questions, they reasonably conclude the board isn't serving their interests. Professional governance requires proactive, transparent communication.

Communication standards I will implement:

Official Channels Only - All board communications must go through official HOA channels:

IPCCA website with current information, not outdated content
Homeowner portal (Vantaca) for official documents, financial reports, and announcements
Email communications to all homeowners for time-sensitive information
Posted meeting agendas (minimum 4 days before meetings per California law)
Meeting minutes posted within 5 business days of approval

Individual board members will not make policy statements or speak for the board without authorization. Board positions are board positions—not individual opinions presented as official.

Accessible Board Meetings - I will advocate for hybrid meeting formats:

In-person attendance for those who prefer face-to-face participation
Video conferencing access for homeowners unable to attend in person due to work schedules, travel, health concerns, or other reasons
Recorded sessions posted for homeowners who cannot attend live but want to observe board deliberations

Making meetings accessible doesn't mean attendance becomes mandatory—it means homeowners who want to participate can do so.

Responsive Email Communication - Homeowners deserve responses to legitimate questions. I commit to:

Responding to homeowner emails within 48 business hours
Providing substantive answers, not dismissive replies
Researching issues when I don't have immediate answers rather than speculating
Directing complex questions to appropriate property management staff or board committees while following up to ensure resolution

This is basic professional courtesy. If board members won't respond to homeowner communications, they shouldn't serve on the board.

Proactive Information Sharing - Transparent communication means addressing issues before homeowners have to ask:

Announcing scheduled maintenance before disruptions occur
Explaining vendor changes with rationale
Providing budget variance explanations in monthly financial reports
Sharing board decision rationale, not just outcomes
Posting progress updates on major projects quarterly

Clear, Concise Messaging - Homeowners deserve information in digestible formats:

Executive summaries before detailed reports
Plain language explanations, not jargon or legalese
Visual aids (charts, graphs, timelines) when appropriate for complex information
Contact information for follow-up questions

Why this matters:

Communication isn't optional—it's fundamental to governance. When I served on nonprofit boards managing public trust, transparent communication wasn't just good practice, it was legal and ethical obligation. The same principle applies to HOA governance. Homeowners fund the organization and deserve to know how it operates.

Equal Treatment & Governance Standards

Fair Application of Rules—No Selective Enforcement

IPCCA is a California 501(c)(3) Mutual Benefit nonprofit corporation. 'Mutual benefit' means the organization exists to serve all members equally. Governance standards, CC&R enforcement, and board decision-making must apply consistently across all homeowners. No exceptions for board members, long-term residents, or anyone else.

What equal treatment requires:

Documented Enforcement Procedures - Selective enforcement creates liability and undermines community trust. Standard enforcement procedures must specify:

Violation identification methods (routine inspections, homeowner complaints, board member observations)
Notice requirements (written notification with specific violation description and correction deadline)
Follow-up inspection procedures
Progressive consequences for non-compliance (warnings, fines, legal action)
Appeals process for homeowners disputing violations

These procedures apply equally to all homeowners without exception. Board members receive the same enforcement treatment as any other resident.

Board Code of Conduct - Individual board members have no special authority:

Board authority exists only in collective board action, not individual member directives
Board members receive no preferential treatment in HOA services, vendor access, or enforcement
Board members disclose conflicts of interest and recuse themselves from decisions where conflicts exist
Board members communicate through official channels, not backdoor conversations or social media policy debates

Eliminating 'We've Always Done It This Way' Justifications - Past practice doesn't justify current decisions. Every board action must be evaluated on current merit:

Does this decision serve all homeowners' best interests?
Is this decision supported by governing documents (CC&Rs, Bylaws, California law)?
Does this decision withstand scrutiny if applied to all homeowners equally?
Can we document the rationale in a way that demonstrates fairness and fiscal responsibility?

Historical precedent provides context, not justification. If previous boards made poor decisions, current boards fix them rather than perpetuating errors.

Transparent Decision-Making Criteria - Homeowners are entitled to understand how board decisions are made:

What factors were considered
What alternatives were evaluated
What data or expert advice informed the decision
How the chosen option serves community interests better than alternatives

This doesn't mean endless debate—it means documented reasoning available for homeowner review.

Conflict of Interest Management - Board members must disclose any personal or financial interests in matters before the board:

Vendor relationships (family members employed by contractors, personal friendships with service providers)
Financial interests (property ownership beyond primary residence, business relationships)
Personal circumstances affecting specific decisions (violations involving board member's property, amenity usage patterns)

When conflicts exist, board members recuse themselves from discussion and voting. No exceptions.

Why this matters:

Fair governance isn't just ethical—it's legally required. California law and IPCCA's own governing documents mandate equal treatment. Selective enforcement exposes the HOA to legal liability and erodes community trust. My experience on nonprofit boards taught me that governance integrity requires consistent application of standards without regard to personal relationships or past practice. This is non-negotiable.

My Commitment to IPCCA

These five priorities represent more than campaign promises—they're proven management practices I've implemented throughout my career in executive leadership, nonprofit governance, and organizational management.

I'm not learning HOA governance on the job. I've already served as Executive Vice President of one of San Diego County's largest HOAs, managing a $2.8 million annual budget and $2.7 million in reserves. I know what works because I've done it.

I'm not promising easy solutions or quick fixes. Effective governance requires systematic implementation, consistent oversight, and sustained accountability. But I can promise expertise, integrity, and relentless focus on serving all 1,250+ IPCCA homeowners equally.

If elected, I will:

Implement rigorous fiscal oversight and vendor accountability systems
Facilitate comprehensive strategic planning with genuine community engagement
Establish transparent communication practices and accessible board operations
Ensure consistent, fair application of governance standards
Respond to homeowner questions and concerns professionally and promptly

Greetings, fellow IPCCA Homeowners. My name is Bob Hertel and I am asking for your consideration and vote of support for one of the recent board openings. I am more than enthusiastic and give you my promise to serve in the absolute best interest of our wonderful community. The work of current and former board members is greatly appreciated but it’s also time for positive change and enhanced transparency serving all community members. There are many issues that I believe require enhanced leadership and more practical and effective fiscal management which I believe I can provide based on my professional experience and proven results.

My goal is to ensure that our HOA funds are utilized with maximum effectiveness and prudent fiscal management. Requests for proposals and ensuing contracts with service providers must be created with very specific terms of performance outcomes, record-keeping, accountability, responsibility as well as legally binding. Contractors must no longer oversee assessing their own performance or inspections. Leadership and management must work proactively in place of reactive practices. Total accountability is a must, not an option.

All members of this community deserve leadership that is inclusive and transparent. Strategic planning for our community must be available to all who wish to participate and have their concerns acknowledged and addresses. Please note, I have solid experience with facilitating strategic planning sessions which I will offer to this community. I know and understand contracting and issuing requests for proposals that are specific, comprehensive and measurable in all aspects.

Formerly, I retired as Associate Vice Chancellor, Academic, Student, Planning and Research at a large multi–College District yet remain a part-time adjunct business professor teaching online courses. As an Associate Vice Chancellor, I worked closely with the Chancellor also serving on Chancellors Cabinet. My duties were Chief Academic officer, Chief Student Services Officer, Districtwide Strategic planning and ran the Institutional Research Department. Oversight of a variety of grants to ensure compliance with federal standards as well assessment as to the effectiveness through data analysis.

Bonus experience includes executive board positions on San Diego and Imperial County National Red Cross where I was initially brought in to convene a ‘Blue Ribbon’ committee to investigate serious issues in the San Diego Chapter. Also, I have served as Executive director of the San Diego Leadership Initiative, a member of The National Servant Leadership Initiative, and serving as vice president for the HOA at Carmel Mountain Ranch, one of the largest in San Diego County. Also, as a young man, I managed significant bayfront landscape areas for the Port of San Diego for 10 years, including Harbor Island, Spanish Landing, San Diego International Airport, Embarcadero Marina Park and other areas. Being aware of how landscape management works and how contract specifications must be clearly defined to ensure performance standards, I will bring this to our community.

IPCCA is a California 501c3 Mutual Benefit not for profit corporation. It’s for the benefit of all members to ensure fair and equal treatment dealing with all issues. Selective enforcement needs to be eliminated. So, to my fellow IPCCA homeowners, I will offer my experience and my promise to work diligently on behalf of the community. I will advocate for all board meetings to be accessible both by in-person and video so all can participate and be aware of the business of their community.
