Greetings, fellow IPCCA Homeowners. My name is Bob Hertel and I am asking for your consideration and vote of support for one of the recent board openings. I am more than enthusiastic and give you my promise to serve in the absolute best interest of our wonderful community. The work of current and former board members is greatly appreciated but it’s also time for positive change and enhanced transparency serving all community members. There are many issues that I believe require enhanced leadership and more practical and effective fiscal management which I believe I can provide based on my professional experience and proven results.
My goal is to ensure that our HOA funds are utilized with maximum effectiveness and prudent fiscal management. Requests for proposals and ensuing contracts with service providers must be created with very specific terms of performance outcomes, record-keeping, accountability, responsibility as well as legally binding. Contractors must no longer oversee assessing their own performance or inspections. Leadership and management must work proactively in place of reactive practices. Total accountability is a must, not an option.
All members of this community deserve leadership that is inclusive and transparent. Strategic planning for our community must be available to all who wish to participate and have their concerns acknowledged and addresses. Please note, I have solid experience with facilitating strategic planning sessions which I will offer to this community. I know and understand contracting and issuing requests for proposals that are specific, comprehensive and measurable in all aspects.
Formerly, I retired as Associate Vice Chancellor, Academic, Student, Planning and Research at a large multi–College District yet remain a part-time adjunct business professor teaching online courses. As an Associate Vice Chancellor, I worked closely with the Chancellor also serving on Chancellors Cabinet. My duties were Chief Academic officer, Chief Student Services Officer, Districtwide Strategic planning and ran the Institutional Research Department. Oversight of a variety of grants to ensure compliance with federal standards as well assessment as to the effectiveness through data analysis.
Bonus experience includes executive board positions on San Diego and Imperial County National Red Cross where I was initially brought in to convene a ‘Blue Ribbon’ committee to investigate serious issues in the San Diego Chapter. Also, I have served as Executive director of the San Diego Leadership Initiative, a member of The National Servant Leadership Initiative, and serving as vice president for the HOA at Carmel Mountain Ranch, one of the largest in San Diego County. Also, as a young man, I managed significant bayfront landscape areas for the Port of San Diego for 10 years, including Harbor Island, Spanish Landing, San Diego International Airport, Embarcadero Marina Park and other areas. Being aware of how landscape management works and how contract specifications must be clearly defined to ensure performance standards, I will bring this to our community.
IPCCA is a California 501c3 Mutual Benefit not for profit corporation. It’s for the benefit of all members to ensure fair and equal treatment dealing with all issues. Selective enforcement needs to be eliminated. So, to my fellow IPCCA homeowners, I will offer my experience and my promise to work diligently on behalf of the community. I will advocate for all board meetings to be accessible both by in-person and video so all can participate and be aware of the business of their community. I will respond to your emails and address your concerns which in my experience are not currently the board practice.
